Se una ha tre attività, il suo reddito le somma, e le tasse sono basate sulla somma, quindi su un'aliquota più alta; ma le spese no, quelle devono essere attività per attività, e non si possono spostare i soldi da una all'altra, non si può investire su un'attività, è necessario guadagnare per poter pagare più tasse.
Il fisco italiano fa le somme per incassare di più, ma non permette le sottrazioni, incoraggiando così il lavoro in nero: perché essere corretti, se costa di più e non ha vantaggi?

If one has three different activities, her revenue is the sum of all three, and taxes are based on the total; but expenses can't be subtracted from the whole, just a bit for every activity, and tehre's no swapping money from one to another. In a way, one can't invest on her business, she just has to earn money so that she can pay more taxes.
Italian taxmen sum up to earn more, but they don't allow subtractions, encouraging illegal business: what's the use of being correct, if it's more expensive and has no advantages?
